Long shot but I wonder if you enable Live TV timeshift if this provides the functionality you are missing ?
If you go to the TV Mosaic web console under dnla settings
http://192.168.123.99:9270/web#/settings/dlna (change IP to match your setup, port number remains the same) and tick bottom box.

The answer to my own question appears to be that there is a reload button showing to the right of the individual tuner name (next to the x delete button).
Selecting the top tuner resulted in a full rescan.
