Yes you can record a show currently in progress, BUT you have to go back to the Guide page to do it. I don't do transcoding via TV-M myself, but from what I understand that is done via the SendTo feature, so..."maybe" is the best I can offer. I actually use mcebuddy2 to transcode and remove commercials. It does this automatically as soon as a recording finishes.
